Meet Dr Julius Monzi Muia, the current Treasury PS

Dr Julius Monzi Muia came to the limelight when he was recently appointed PS Treasury following the arrest of the CS for Treasury Henry Rotich and his PS Kamau Thugge. The two were arrested and later released on a bail for corruption charges attached to Arror and Kimwarer Dams Scandal that saw the government lose up to Ksh 19 billion. The president later on appointed Ukur Yattani as the interim CS for Treasury and Dr Julius Monzi Muia as his PS. Let us dig deeper and look into the career and rise of Dr Muia.

The 59 years old financial expert has a remarkable academic career having attended all his studies here in Kenya at the University of Nairobi. During his undergraduate studies Dr Muia managed to attain first class honors in the field of business commerce after specializing in accounting. He went ahead to study for his Masters in Finance program and later on managed to acquire the distinguished doctoral profile having done his PhD in the University of Nairobi.

His career began when he started as a graduate assistant in University of Nairobi and later on a tutoring lecturer in the school of business at Strathmore University. While in Strathmore he managed to work with many different public and private sectors offering financial advice in the management. This led to his appointment as a civil servant in 2001 where he was the Chief Operating Officer of the Housing Finance Company of Kenya where he served for seven years.

In the year 2008 after leaving the Housing Finance Company he was then appointed under the government of the retired Hon Mwai Kibaki as CEO and Secretary to the National Economic and Social Council (NESC).  He served until the end of term of the retired president Mwai Kibaki and when the Jubilee government took over power in 2013 he was retained at his position. He continued serving in the Jubilee administration for eight good years where the President Uhuru Kenyatta decided to move him to a different post.

To achieve the Vision 2030 dream that had been spearheaded by the retired president Mwai Kibaki, Uhuru Kenyatta made him the Director General of Vision 2030. His appointment came in February 2016 and after serving for less than two years his big career breakthrough was still waiting for him. Last year November his breakthrough landed on his doorstep which I think he truly deserve considering his track record. The president of Kenya Uhuru Kenyatta appointed him to one of the top jobs he has ever held in his entire career.

Dr Julius Monzi Muia was appointed as the Principal Secretary to the State of Department and Planning; this was back in November 2018. Dr Muai has had a clean record during all his career lifetime, no criminal cases or corruption charges have been rendered against him. The humble and diligent financial expert had for me would say maybe achieved all his career goals, though this was not over.

Yesterday 24th 2019 the president made an announcement which was bound to happen regarding the vacant post that was left in the Treasury. After the Treasury had been left vacant for one day due to the arrest of its overseers CS Henry Rotich and PS Kamau Thugge the president decided to appoint an acting CS and PS for the most important ministries in the country. Ukur Yatani which came as a surprise to many was appointed the acting Treasury CS and to help him was our main man Dr Julius Monzi Muia who was to be his PS. Dr Julius Monzi Muai and Ukur Yutani replaced Mr Kamau Thuge and Henry Rotich respectively.

The appointment of Dr Muai Monzi sees some reshuffling made in the Jubilee administration ministry. Torome Saitoti who was the former Director for Strategy and Development at the Kenya National Bureau of Statistics (KNBS) takes over the position of Principal Secretary for State Department and Planning from Dr Muai.

Well for those that weren’t aware who this new PS for Treasury is at least you now have an idea. We just trust that the PS will not be influenced or shaken to the extent of tarnishing his own smooth and excellent record. We never know he might be appointed to the Treasury permanently considering the fact that Ukur Yutani is still the CS for Labor.
